West End Community Centre improvements continue, next phase begins March 18

Updated March 28, 2024

About the project

The City is continuing with improvements to the West End Community Centre, replacing aged roofs in phases and undertaking minor maintenance work including rink 2 wall repairs and the creation of a storage area. This work supports the City’s commitment to provide energy and cost savings while significantly reducing greenhouse gas emissions.

City contractors will be working on:

  • Replacement and restoration of roof—March to June 2024
  • Conversion of concession area to storage space—April to end of June 2024
  • Repair of rink 2 wall—external work in June, internal work July to end of August 2024

Temporary construction zones will be set up in and around the community centre.

Cranes on site

Cranes and flatbed trucks will be used outside the community centre near the fire station and library side between 7 a.m. and 6 p.m. for loading and unloading materials on or around the following dates, weather permitting:

  1. Roof along Library, loading of roof materials – between March 18–22
  2. Roof along Fire Station – between April 8–12

Loading and unloading material will take one to two hours per crane activity and will be coordinated to not block the area for a full day. All the dates are tentative and will be confirmed as the project progresses.

Facility closures and parking restrictions

Facilities will remain open with slight operational limitations such as temporary HVAC interruptions.

The areas around and underneath the cranes must be kept clear and visitors are encouraged to enter the West End Community Centre through the main entrances when cranes are present. Signs will be posted to mark construction areas and available parking.

There will be temporary HVAC interruptions in spring 2024. Each construction area will have one week or less of HVAC interruption.

Dates Closed facility areas Entrances out of service
One day between March 18–22 No closure expected No entrance closure expected
April 2–May 10 Access to the sidewalk in front of the Library entrance will be disrupted; a temporary sidewalk will be in place and clearly marked as an alternate route. No entrance closure expected
One day between April 8–12 Fire Station side parking No entrance closure expected

City to commence construction on the new Downey well and pumphouse access laneway

Notice Date: Thursday, March 7

The City of Guelph will begin constructing a new laneway to access Downey well and pumphouse for operation and maintenance. Construction is expected to start on Friday, March 15, and last until the Fall, weather permitting.

The new laneway will go from the Niska Road and Downey Road intersection to the Downey well and pumphouse. This work will involve tree removals, signal modification at the Niska/Downey intersection, and the construction of an unpaved (gravel) laneway.

About the project

Downey well is one of the major drinking water supply sources for the City. The current path to the Downey well and pumphouse is located at the intersection of Downey Road and Woodland Glen Drive. The bridge (Structure 118 in Figure 1 below) is in poor condition. Without proper maintenance, the City risks losing this important drinking water source, which will impact its ability to meet the community’s water demand. To learn more about this project, visit the project page on guelph.ca.

Construction timeline:

  • Construction contract awarded March 2024.
  • Tree removal to begin in March.
Note: We’ve identified thirty-four trees that need to be removed as part of this work. To compensate for the removal of these trees, the City will plant 122 new trees as per the Tree Bylaw and relevant policies.
  • New laneway construction and restoration will begin on April 12 and is expected to last until August 30.

Construction will take place between normal working hours (Monday to Friday, 7 a.m. to 7 p.m.)

Traffic signal at Niska Rd and Downey Rd

The City is working to modify the traffic signal at the Niska/Downey intersection. The objective is to ensure safe access to the new laneway. The City wants to maintain a safe and smooth flow for motor vehicles and pedestrians in the area.

Sidewalk and Road Closure

Figure 2 shows the potential traffic and pedestrian disruption area. Short duration lane and sidewalk closures may be required during construction for public safety. The City will put up proper lane and sidewalk closure signs to direct traffic and pedestrians away from construction activities.

York Road temporarily re-opened to traffic

Construction will resume in spring 2024

Notice date: December 22, 2023

York Road has been temporarily re-opened to traffic. The next stage of construction work will take place in the spring of 2024, which will include the closure of York Road from Brockville Avenue to Victoria Road.

About the project

The closure from Stevenson Street to Brockville Avenue is one stage of the York Road reconstruction program. The project aims to improve water, wastewater, and multimodal transportation (pedestrians, cyclists, and motorists) to support future city growth. The project will improve existing and future services for residents and businesses city-wide.

This year’s work included complex, large-scale underground infrastructure upgrades with significant environmental constraints. This work is time-consuming but necessary to maintain service levels for residents as the city grows.

Impacts for businesses and residents

The City tries to maintain access to local businesses throughout construction but recognizes the impact traffic disruptions have for both businesses and residents. The City will meet with impacted businesses in the new year and will host an open house in March to provide detailed information about the project.
