We’re reviewing accessory apartment and coach house rules to align the current City of Guelph Zoning By-law and Official Plan with the Provincial Planning Act. This review is being advanced, ahead of the completion of the City’s Comprehensive Zoning Bylaw Review, to conform to provincial policy timelines and to allow the creation of new housing units.
Changes to the Planning Act permit additional residential units within and on the same lot as detached, semi-detached and rowhouse (townhouse) dwellings, in effect permitting three residential units on one residential property.
This review is intended to update the City’s accessory apartment and coach house policies and regulations to reflect Planning Act rules and facilitate the development of additional residential units throughout the City by removing barriers that residents may face when creating an accessory apartment.
The review will address preliminary recommendations as part of the Comprehensive Zoning Bylaw Review Discussion Paper and feedback received regarding accessory apartments through the City’s ongoing Comprehensive Zoning Bylaw Review, as well as the feedback received through the Registered Accessory Apartment Survey conducted in 2014 and 2019.
Recommendations and rationale for revisions to the City’s Official Plan and the City of Guelph Zoning By-law are provided for the following:
- Definitions and use of defined terms
- Zones in which the use is permitted
- Number of units on a residential lot
- Unit size
- Number of bedrooms
- Unit design
- Height of separate buildings containing additional units
- Location and setbacks for buildings containing additional units
Guelph City Council will hold a Public Meeting in accordance with the Planning Act for the City initiated Official Plan and Zoning By-law Amendment.
