Growth Management Strategy
In 2022, Guelph Council approved our growth management strategy, so we can plan to meet provincial growth forecasts for 2051.
Comprehensive Zoning Bylaw Review
On April 18, 2023, City Council approved the new Zoning Bylaw (2023)-20790. Zoning Bylaw (2023)-20790 is currently under appeal.
Strategic growth areas
The City has identified four strategic growth areas including Downtown Guelph, Dolime quarry site, Guelph Innovation District and Clair-Maltby for Guelph’s future housing supply.
Our future supply
Clair-Maltby Secondary Plan
Clair-Maltby will be a vibrant, urban community that is integrated with Guelph’s southern neighbourhoods, as well as having strong connections to Downtown, employment areas and the rest of the City.
Downtown Infrastructure Renewal Program
The Downtown Infrastructure Renewal Program (DTIRP) aims to improve and upgrade roads, sewers, watermains, sidewalks, cycling facilities, and streetscape in parts of the Downtown Secondary Plan area.
Guelph Innovative Districts (GID) Enabling Infrastructure program
This plan will address the 436 hectares (1,000 acres) bounded by York Road, Victoria Road South, the York-Watson Industrial Park and the City’s southern boundary, south of Stone Road East.
Explore potential for 5+ units
The City will start the impact and feasibility of 5+ units in Guelph’s low-density residential areas.
Community Planning Permit System Pilot Project
The City is working on a Community Planning Permit System Pilot Project in our Strategy Growth Areas.
Affordable Housing Demonstration Project
