Background
We’re working with Thresholds Homes and Supports (THS) to bring new affordable housing to Guelph. The City is contributing nearly half an acre of land and up to $1.5 million in federal funding through the Housing Accelerator Fund to THS, a nonprofit that will develop deeply affordable housing at 14 Edinburgh Road South.
Highlights:
- 13 fully accessible units will be built for seniors experiencing mental health issues.
- Units will be rented at deeply affordable rates that align with income supports such as the Ontario Disability Support Program.
- Units will remain affordable for at least 99 years.
- THS staff will provide full-time, on-site support services.

Right now, we are working with THS to coordinate mandatory studies and the signing of the agreement around the transfer of land and funding. Details on the timing of construction will follow.
This project is part of the City’s commitment to addressing the housing crisis. It’s one of eight initiatives in our Housing Accelerator Fund action plan and one of 30 actions in our Housing Affordability Strategy.

1. Why was 14 Edinburgh Road South chosen?
In October 2024, the City identified 14 Edinburgh Road South as surplus land and selected it for affordable housing due to its size, location and proximity to services and transit.
2. What is happening to the Pottery Studio?
In August 2025, the Guelph Community Pottery Centre will move into its new home at the West End Community Centre. The decision to move was made prior to the land being declared surplus by the City in October 2024. This expanded space provides additional spots in the City’s pottery and arts programs, and supports meaningful, affordable and high-quality arts experiences in Guelph.
3. Who is Thresholds Homes and Supports (THS)?
THS is a non-profit organization with decades of experience providing affordable housing and mental health services across Ontario, including in Guelph. To learn more about THS and their work, please visit thresholdssupports.ca.
4. When will construction begin?

5. How was the non-profit selected?
The City ran a competitive Request for Proposals (RFP) process from February 24 to April 11, 2025. THS was selected based on their strong proposal and experience.
6. Will this development affect parking in the area?
The project will have tenant parking on site and is not expected to impact parking in the area.
7. How is this project funded?
The project will be funded with up to $1.5 million in federal funding through the Housing Accelerator Fund. The City is also contributing the land at 14 Edinburgh Road South to help make this project possible.
8. Who qualifies to live in these units?
The units are intended for seniors living with mental health issues. Rent will align with income supports such as the Ontario Disability Support Program (ODSP) rates to ensure deep affordability.
