Our current supply
In February 2023, Guelph Council approved the City’s housing pledge, as the next step to addressing anticipated impacts associated with Provincial legislation including: Bill 109, More Homes for Everyone Act, and Bill 23, More Homes Built Faster Act.
Since then, the City of Guelph has completed a State of housing in Guelph report to better understand our community’s current and future housing needs. This report presents a statistical analysis of demographic, economic and housing data. It identifies the gaps in our housing needs. The City of Guelph also published an annual Growth Management and Affordable Housing Monitoring Report that describes how the City is achieving Guelph’s Official Plan policies.
Guelph’s Housing Needs Assessment
As part of Canada’s Housing Plan, the federal government has introduced Housing Needs Assessments (HNAs) to support more strategic, data-driven planning for housing and infrastructure across the country. HNAs are a key component of Canada’s broader housing strategy, which aims to build more homes faster, improve housing affordability and make it easier for Canadians to buy or rent a home.
These assessments are now a requirement for municipalities with populations of 30,000 or more to access:
- grant funding through the Canada Community-Building Fund
- federal transit funding
- future federal infrastructure funding programs that support housing
HNAs help identify housing gaps across the country, types of housing that are needed and where they should be built, with the goal of enabling more strategic infrastructure planning that aligns with both current and future housing needs.
How we are planning for growth
The City of Guelph is mandated to grow to 208,000 people and 116,000 jobs by 2051. To help guide how and where the City grows and develops to the year 2051, the City’s Official Plan sets out goals, objectives and policies. Our latest Growth Management Strategy, approved through our latest Official Plan Review, identifies the right areas for growth so that Guelph can attract new residents, businesses and services that add to our community. Also, our Comprehensive Zoning Bylaw sets out the rules and regulations for how a property can be used, where buildings can be placed on a property, and other requirements that a property has to provide, like amenities or parking.
We have also developed a Community Plan to shape what Guelph will look like over the next 10 to 20 years. The document was co-created with community members and a wide range of organizations as a shared vision and goals for the future of Guelph. The Plan is intended to guide the work of local government and agencies, generate collection action toward community goals, and provide a framework against which to measure progress on these goals.

Funding the cost of growth
People rely on municipal services as soon as they move into a new home — whether they turn on a tap, flush a toilet or commute along our roadways on the way into work, shopping or appointments. As our community grows, we need to make investments in infrastructure that residents expect as part of their everyday life.
To help meet Guelph’s housing pledge to build 18,000 homes by 2031, we are making key budget investments that are identified in the 2024-27 Multi-Year Budget. These investments will help us build the water, wastewater, stormwater and roads infrastructure to support new houses, apartments, shopping centres, offices and industrial parks in our city.
