The Association of Municipalities of Ontario (AMO) represents Ontario’s 444 municipalities. Through AMO, Ontario’s municipalities work together to achieve shared goals and meet common challenges.
The AMO Annual Conference takes place in late August and brings together municipal and provincial government leadership, providing an opportunity for municipalities to meet directly with provincial decision-makers. The City of Guelph regularly participates in the AMO conference, where City Council and senior staff meet with provincial government leaders to discuss critical issues, highlight collaboration opportunities, and promote Guelph as a leader in the municipal sector to influence change in our community.
To support the City’s delegation at AMO, City staff prepare advocacy materials which highlight the key issues where the City is seeking provincial support. Please note that as many of these issues are highly dynamic, the materials below reflect the advocacy priorities at the time of the conferences:
2026 AMO Conference: Key Issues and Calls to Action
- Ministry of Health – Sustaining the Community Paramedicine Program
The City called on the Ministry of Health to provide top-up Community Paramedicine Long-term Care (CPLTC) funding to maintain service levels in 2026-27, index CPLTC funding to inflation moving forward, and provide future capital renewal funding to support the continued provision of essential community health services. - Ministry of Health – Dedicated Offload Nursing Program Expansion at Guelph General Hospital
The City called on the Ministry of Health to support its expanded application under the Dedicated Offload Nurse Program, to provide 24/7 offload nurse coverage at Guelph General Hospital. - Ministry of Environment, Conservation and Parks – Supporting Municipal-Indigenous Relations and Housing-Enabling Infrastructure
The City called on the Ministry of the Environment, Conservation and Parks to resolve ongoing and future Section 16 Order requests on projects in Guelph in a timely manner, and to develop a province-wide framework for navigating capacity funding requests as part of the Municipal Class Environmental Assessment process, including working with provincial partners, such as the Ministry of Indigenous Affairs and First Nations Economic Reconciliation, to ensure First Nations have the appropriate resources to meaningfully engage in provincial statutory requirements. - The City and the University of Guelph also jointly advocated with the Ministry of Agriculture, Food and Agri-business (OMAFA) to support the Ontario Agri-Food Innovation Alliance, and sustain agricultural research and development in Guelph.
The City also requested a delegation with Minister Rob Flack, (Minister of Municipal Affairs and Housing) and Minister Andrea Khanjin, (Minister of Red Tape Reduction) regarding the below topics. The City prepared the following submissions to the Ministers:
- Ministry of Municipal Affairs and Housing – Supporting Below Market Housing
The City called on the Ministry of Municipal Affairs and Housing to provide all municipalities with access to new and existing provincial funding to help fill the gap in below-market affordable housing. - Ministry of Municipal Affairs and Housing – Supporting Municipal-Indigenous Relations and Housing Growth
The City called on the Ministry of Municipal Affairs and Housing to develop clear guidance and resources for builders on Indigenous engagement and accommodation requirements. - Ministry of Red Tape Reduction – Supporting Municipal-Indigenous Relations
The City calls on the Ministry of Red Tape Reduction to undertake cross-ministerial coordination to reduce delays and ensure clear and consistent guidance on Indigenous consultation and accommodation.
