Notice Date: November 5, 2026
What’s happening:
Starting on or about November 9, the City will be undertaking emergency stabilization work on the Allan’s Dam spillway. This work will include the placement of stone beneath portions of the dam and extensive grouting to improve structural stability. Minor impacts on the local area are anticipated during construction. Speed River water levels within Mill Pond will remain low until the completion of the works.
Why:
The City has been planning rehabilitation work for Allan’s Dam through the Macdonell Street and Structures Reconstruction project, which is Phase 2 of the Downtown Infrastructure Renewal Program.
In July 2026, a planned inspection determined that there were some areas of the dam that required further investigation resulting in water levels remaining lowered while follow-up assessments were completed. It was determined that immediate interim stabilization repairs were necessary to extend the service life of the dam, particularly before potential higher flow volumes during spring thaw, until a permanent solution can be implemented as part of the Phase 2 construction, set to begin in 2028.
When:
The contractor will mobilize to the site on November 6, 2026, and work will start on or about November 9, 2026. The work is expected to take approximately two to three months to complete, weather permitting.
Changes during construction:
Traffic lanes: The Macdonell Street Bridge will periodically be reduced to one lane of traffic throughout construction. Both traffic directions will continue.
Sidewalks: Pedestrian access will be maintained and protected with fencing and/or traffic control provided by the contractor.
Guelph Transit: No changes.
Waste collection: No changes.
Property access: No changes.
On-street parking: No changes.
