Guelph’s Community Safety and Wellbeing Plan

The 2026–2029 Guelph Community Safety and Well-being (CSWB) Plan sets a shared agenda toward a safer, healthier and more connected Guelph. Developed in collaboration with community organizations and agencies, the plan reflects a collaborative approach that outlines shared priorities and coordinated actions to bring sectors together to improve community safety and well-being across Guelph.

Focused on social development, preventative action and stronger collaboration, the plan identifies the six priority risk areas where joint efforts can make the greatest impact. They are:

  • Discrimination, systemic inequity and hate
  • Early adversity
  • Income insecurity
  • Gender-based violence and exploitation
  • Homelessness and affordable housing
  • Mental health and/or substance use health challenges

The CSWB Plan outlines each priority risk and the community-level actions needed to help address them. It calls on everyone in the community to get involved.

The success of the plan depends on continued partnership between the City, all levels of governments, community organizations and agencies, and community members. By working together, we can all play a role in strengthening safety, inclusion and well-being across the community.
