City appoints new general manager of Engineering and Transportation Services

Guelph, Ont., September 8, 2026 – The City is pleased to announce the appointment of Kyle Gibson as general manager of Engineering and Transportation Services effective today.

Following a highly competitive recruitment process, Kyle was selected to lead Engineering and Transportation Services, a key department responsible for planning, delivering and maintaining municipal infrastructure, as well as overseeing transportation and development and environmental engineering.

Kyle has been with the City since 2013 and has held a number of progressively senior leadership roles. Over the last 10 months, he has served as acting general manager of Engineering and Transportation Services, providing leadership across a broad portfolio of services and initiatives while advancing the priorities outlined in the City’s Future Guelph Strategic Plan.

With more than 17 years of leadership experience in municipal infrastructure, transportation, development and capital planning, Kyle brings extensive expertise in strategic planning, project delivery, budget management and team leadership. He is a construction industry expert who helps ensure Guelph is built to last well into the future.

As general manager, Kyle will provide strategic leadership across key services including capital planning and growth management, construction, transportation planning and engineering. He will also oversee service delivery, guide long-term infrastructure planning and support effective risk management to help ensure sustainable growth while supporting the evolving needs of the community.
