2023 Water Bylaw Review

We’re updating the Water Bylaw (1991)-13791, which defines the level of service and water system operation requirements for our Water Services Division. These updates are guided by the Safe Drinking Water Act and other applicable legislation.

Why are we updating the Water Bylaw?

The Water Bylaw was first adopted in 1973, and most recently updated in 1991. In 2016, the Water and Wastewater Customer Accounts Bylaw was approved by Council which replaced the Water Bylaw billing and collections requirements. An update to the Water Bylaw is important to support population growth, advancements in technology, as well as changes in government regulations and industry best practices. This update will the ensure the City’s bylaw:

  • Reflects and aligns with industry standards and best practices.
  • Complies with the Ontario Safe Drinking Water act and other relevant government regulations.
  • Prevents our water supply from sources of risk (such as cross-contamination from wrongful use).
  • Provides reference for current levels of service and processes for our customers.

About the Water Bylaw

The Water Bylaw sets out the rules for who can perform operations and maintenance of the drinking water system and comes to define levels of service offered to customers serviced by the City’s water distribution system.

The bylaw also sets out how the City will oversee these rules and defines recourse should someone illegally access or operate components of the drinking water system (such as valves or hydrants).
