Phase 1 – Glenwood Avenue to Marlborough Road

The City of Guelph is working to reconstruct Speedvale Avenue from Glenwood Avenue to Marlborough Road. Construction includes widening the road to accommodate two travel lanes in each direction.

Work also includes the replacement of sanitary and storm sewer pipes, sewers and watermains. The proposed installation of sidewalks or multi-use paths on both sides of the road to Riverview Drive. As well as the replacement of the existing bridge over the Speed River with a four-lane bridge.

The project is being deferred due to the incoming tender costs being beyond the approved project budget. We are undertaking review of options and phasing to see how we can move this project forward.

The environmental assessment process

The Environmental Assessment (EA) was conducted as a Schedule ‘A+’ Project in accordance with the “Municipal Class Environmental Assessment” (Municipal Engineers Association, October 2000, as amended in 2007 and 2011) which is an approved process under the Ontario Environmental Assessment Act. The public consultation process was performed as a Schedule ‘B’ Project which includes public and review agency consultation, an evaluation of alternatives for the bridge replacement design only and an assessment of potential environmental effects of the proposed improvements. The EA was completed in June 2015.

Public consultation

A key component of the study is consultation with interested stakeholders and members of the public. The first Public Information was held on February 13, 2014 to review and discuss issues related to the project. The second Public Information was held on April 9, 2014 to present the preferred option and to obtain public feedback.

About the project

Construction will occur on Speedvale Avenue East from Woolwich Street to Stevenson Street NorthThe City of Guelph has initiated a project for proposed improvements to Speedvale Avenue from Manhattan Court to Woolwich Street, including replacement of the existing bridge over the Speed River. Both the roadway and the bridge are nearing the end of their useful life and require replacement due to deterioration and increasing maintenance costs.

The City is planning to upgrade water and waste water infrastructure beneath Speedvale Avenue and will rebuild the roadway, sidewalks and curbs. The City is proposing to replace the bridge with a four-lane bridge to provide two vehicle lanes in each direction in keeping with current design standards.

The renewed roadway will accommodate four lanes of vehicular traffic. Due to limited available space and other constraints between Manhattan Court to Woolwich Street, there will be no bike lanes. Instead, the City will begin an Environmental Assessment for a bridge across the Speed River from the west end of Emma Street to the east end of Earl Street that pedestrians and cyclists can use.
