Supervisor, Metering and Locates

Job summary

The successful candidate will be responsible for the daily operations and maintenance of water metering initiatives and the Corporate Utility Locates Program. Reporting to the Manager, Business Services in the Business Services Division, the Supervisor, Metering & Locates will oversee a team of Meter Installers, Plumbers, Locators, and Technicians to ensure safe provision of City owned underground infrastructure as well as the direct provision of customer metering in the City.   • Provides all aspects of supervision including recruitment, training, development, and addresses performance management issues with assigned staff.
  • Plan, administer, delegate, supervise, and direct the daily work of the Metering and Locates team members
  • Provide visible and positive leadership to staff consistent with the commitments of the City’s Leadership Charter, developing and nurturing a work environment that is inclusive, respectful, and motivating for staff.
  • May be required to participate in the management on-call roster
  • Develop and supervise a results driven, comprehensive operations and maintenance program to ensure fair, accurate and equitable metering practices across the City.
  • Develop and supervise the Corporate Utility Locates Program and ensure compliance with all legislation, regulations, and compliance commitments.
  • Assess staff needs, make recommendations on complement amendments, organizational structure, participate in recruitment process and make effective hiring decisions.
  • Develop annual operating budgets, monitor operating expenditures, and complete related variance reports; assist with the development of annual capital budgets and multi-year operating and capital forecasts.
  • Assist with capital planning and support the implementation of related capital upgrades and studies.
  • Support Operations related emergency response activities and participate in departmental emergency response planning and perform public relations duties as required
  • Implement quality customer service initiatives and respond to internal and external customer complaints and requests for information.
  • Support internal benchmarking and continuous improvement initiatives.
  • Supervise procurement of major services, materials, supplies, and equipment; develop and support service agreements and contracts; develop and award Tenders, RFP’s, RFQ’s and manage increases in scope to existing projects.
  • Liaises with City’s Engineering and Transportation Services, Planning and Building Services, IT Services, Facilities and Energy Management, and other City Departments to coordinate and ensure alignment in initiatives and efficient service delivery.
  • Responsible for writing reports and memos for customers, staff, and management, as well as SOP’s, technical specifications, and work instructions.
  • Perform other related duties as assigned.


  • Considerable experience related to the duties listed above, normally acquired through post- secondary education in Environmental Services, Technical Program or related discipline and considerable experience in the Metering and/or Locates industry. Candidates with an equivalent combination of education and experience may be considered.
  • Experience supervising staff or leading work teams, preferably in a unionized environment.
  • Must possess a valid Class G driver’s license with a good driving Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Comprehensive understanding and technical knowledge of municipal water metering and locates principles, standards, and industry best practices.
  • Knowledge of the Occupational Health and Safety Act and other applicable legislation and specifications.
  • Thorough understanding of ICI servicing and related plumbing applications.
  • Ability to read, interpret and understand technical drawings.
  • Ability to interpret and apply legislation.
  • Strong project management skills, with the ability to manage multiple priorities.
  • Excellent oral and written communication skills with the ability to communicate with all levels of staff, stakeholders, the media, and the general public.
  • Excellent analytical and organizational skills with the ability to manage multiple tasks and deadlines in a demanding environment.
  • Possess strong, interpersonal, leadership and team building skills.
  • Excellent customer service skills with the ability to resolve customer inquiries/complaints in an effective manner.
  • Experience with Microsoft Office (Word, Excel, Power Point, and Outlook).
  • Previous experience with locating software, GIS, Customer Information Systems (CIS) and Computerized Maintenance Management Systems/Work Management Systems (CMMS).
  • An Ontario Regional Common Ground Alliance (ORCGA) DPT certification would be an asset.
  • A licensed certified plumber or meter installer (306a/800a trade certification) would be an asset.
