Wellington-Clair Feedermain

The City has initiated a Class Environmental Assessment (EA) study to review routing options for a large water transmission main (feedermain) from Wellington Street to the Clair Road water tower. The feedermain is required to improve north-south water transmission to service existing and new customers in the south end of Guelph. This project will also allow the City to complete maintenance and repairs on the existing watermains with minimal impact to the level of service.

Background

In 2008, the City completed a Water and Wastewater Servicing Master Plan in accordance with the Municipal Engineers Association (MEA) Municipal Class Environmental Assessment document (MEA, October 2000 as amended in 2007 and 2011) to identify a preferred water distribution and wastewater conveyance strategy for existing customers while allowing for future growth in the city. The Master Plan recommended a number of water and wastewater projects including studies, linear infrastructure (distribution and conveyance piping) and facilities (storage and pumping stations). Among the list of recommended projects, a large transition main between Wellington Street and Clair Road was identified for phased implementation.

Process

This Class EA study will be conducted in accordance with the Municipal Class Environmental Assessment planning and design process (October 2000, as amended in 2007 and 2011). The City is proceeding with Phase 1 and Phase 2 of the Class EA process as well as an enhanced public consultation program. It is expected that this undertaking will be performed as a Schedule B. The Class EA process includes public and review agency consultation, an evaluation of alternatives, an assessment of potential environmental effects of the proposed improvements, and identification of reasonable measures to mitigate any adverse impacts that may result.

Public participation

As part of this study, the City will engage neighbourhood residents, community members and interested stakeholders. The community engagement process will include two Public Information Centres (PICs). The dates for the PICs will be posted on this website as soon as they are determined. Meeting notices will also be circulated to local residents, and advertised in the City News pages in the Guelph Tribune.
