Guelph is served by a Mayor and 12 part-time Councillors, two for each of Guelph’s six wards. Reviewing the structure of City Council helps us understand if the size and coverage are adequate for our community.
Research and community consultation explored whether the present size, function and role of Council effectively represent residents at the local level as our population increases. We used the Municipal Act, 2001 alongside best practices in other municipalities and community engagement to inform a report to Council.
On June 23, 2021, Council voted to keep 12 councillors, two per ward, adjusting Guelph’s ward boundaries to better spread Guelph’s population. Full or part time councillors will be decided by the City’s Council Renumeration and Support Advisory Committee. The new ward boundaries will be in effect ahead of the next municipal election on October 24, 2022.

- Whether Councillors should be dedicated to a specific ward or if they could serve Guelph at large
