Guelph, Ont., October 10, 2019—The City has released the proposed 2020 capital budget and 2021–2029 forecast to City Council and the community.

On October 23, City staff will present a capital budget to Council that continues the work of previous budgets in moving towards a sustainable level of capital investment. Guided by the City’s Strategic Plan, this budget focuses on balancing the demands of infrastructure renewal, growth and city building.

This year’s proposed capital budget comes in at $151.6 million and requires an operations budget of $1.5 million once the assets are up and running. The forecast is a funded plan for work slated for 2021 through 2029 and amounts to just over $1.7 billion.

“The City’s capital budget and forecast is a funded 10-year plan, based on asset management principles, that lays out the long-term investment needs for our city,” said Trevor Lee, Deputy CAO of Corporate Services for the City.

The 2020 capital budget initiatives are categorized as follows:

  • Seventy-eight per cent investment in infrastructure renewal—projects that will replace, renew or reconstruct existing City assets.
  • Fifteen per cent investment in growth—initiatives primarily funded from development charges, required to meet the increased demands on City services by new residents and businesses.
  • Seven per cent investment in city building—projects to enhance City services to benefit all citizens.

New in this year’s capital budget is $500,000 to prepare the City to achieve its goal of getting 100 per cent of its energy needs through renewable sources by 2050. This initial investment will fund corporate energy optimization projects, improving building systems including heating, ventilation and air conditioning and lighting.

Today’s release is the first of four budget documents for Council consideration. In the coming weeks, the proposed non-tax supported operating, tax-supported operating, and local boards and shared services budgets will be released for Council consideration and community review.

Community input

Citizens can address Council about the budget through a written submission or in person at a budget Council meeting. Please register as a delegate, or make a submission by 10 a.m. on the Friday prior to the meeting.
