Notice of decision meeting: Proposed Official Plan Amendment No. 66—Affordable Housing

Further to the Public Meeting held on June 11, 2018, Guelph City Council will consider the City initiated Official Plan Amendment (OPA) No. 66 for Affordable Housing at an upcoming Council
meeting. The meeting will take place:

About the affordable housing proposed Official Plan Amendment No. 66

Purpose and effect of the proposed OPA No. 66

The purpose and effect of the proposed OPA is to update the affordable housing policies in the Official Plan in accordance with the Council approved Affordable Housing Strategy (2017). The OPA would amend Section 7.2 of the Official Plan to update the affordable housing targets, including removing the separate policy encouraging the creation of approximately 90 accessory apartment units. The policies would also be updated to refer to the target where the City may require the submission of an Affordable Housing Report as part of a development application. Chapter 12: Glossary is also proposed to be amended to add a definition for “primary rental” and amend the definition for “affordable housing” in accordance with the Affordable Housing Strategy.

Subject Lands

The Proposed Official Plan Amendment No. 66 applies to all land within the municipal boundaries of the city of Guelph. Lands within the city of Guelph which are affected by this proposed OPA may be the subject of an application under the Planning Act for a minor variance or consent, for an amendment to the Zoning By-law or for approval of a plan of subdivision. Important information about making a submission

If a person or public body would otherwise have an ability to appeal the decision of the City of Guelph to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Guelph before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Guelph before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
