Council approves 2018 non-tax supported operating budget and 2018 capital budget

Guelph, Ont., November 2, 2017 – Today City Council approved the 2018 non-tax supported operating budget and the 2018 capital budget—and approved receipt of the 2019-2027 capital forecast.

“Council’s commitment to this budget allows us to move forward in maintaining our infrastructure, building for the future as our community grows, and delivering reliable, safe services to our citizens,” said Trevor Lee, deputy chief administrative officer, Corporate Services.

The City of Guelph’s non-tax supported operating budget focuses on the services residents pay through rates, fees and charges such as stormwater management, water and wastewater, and includes Court Services and Ontario Building Code (OBC) Administration budgets. In this budget, Council approved an increase to the stormwater, water and wastewater service rates and fees that increases the average annual residential bill by $23.40 over 2017 rates.

The services funded through this budget maintain the health and safety of the community, meet legislative requirements, and support exceptional customer service. They are self-supporting and do not require funding from the tax levy. The costs associated with these respective services will be completely recovered through user fees and other non-tax supported revenues.

This year Council approved a single capital budget, funded from all sources, of $90,308,062. This budget is heavily focused on infrastructure renewal. Seventy-nine per cent of the budget goes towards projects that will provide for the replacement, renewal or reconstruction of existing City assets. These projects ensure the City is able to deliver services while maintaining health and safety standards and meeting legislative requirements. Seventeen per cent of the budget is attributed to growth and primarily funded from development charges which supports projects required to meet the increased demand on City services by new residents and businesses. The four per cent budget invested in city building reflects projects that enhance City services and improve the overall benefit to all citizens.

Community input

Today’s approval is the first two of four approvals sought from Council. The next Council deliberation and approval night will be on December 5 for the tax-supported operating, and the local boards and shared services budgets.
