Cathy Downer was re-elected to Guelph City Council representing Ward 5 in 2014. She previously served as Ward 5 Councillor from 1994 to 2006.
In her four previous terms on Council, Cathy served on many committees and boards, including Planning, Works and Environment; Heritage Guelph; Family and Children’s Services; Loretto Convent Task Force; and Guelph Non-Profit Housing. She was also chair of the City Hall/ Courthouse Redevelopment Committee. After 12 years on Council, Cathy decided not to seek re-election in 2006.
In the community, Cathy has served on the Boards of the Guelph Community Health Centre and the Guelph Youth Music Centre, and as a volunteer mediator with Community Justice Initiatives and the John Howard Society. She has also served as a member of the City’s Committee of Adjustment, adjudicating minor variance and lot severance applications.
Cathy has an Advanced Mediation and Conflict Management Certification from the University of Waterloo-Conrad Grebel Peace and Conflict Studies. She also holds a Chartered Mediator designation from the Alternative Dispute Resolution Institute of Ontario/ Canada. She works in private practice as a mediator.
From 2011 to 2013, Cathy was the provincially-appointed Returning Officer with Elections Canada for Guelph, and she played a significant role in the organization of the 2014 provincial election in Guelph.
Cathy received a Women of Distinction Award for Public Service from the Guelph YMCA-YWCA in 2007. Cathy is a long term resident of Ward 5 where she and her husband, Bob, have raised three children.Position: Councillor
