Understanding the City Budget

Your property taxes at work
How many of your tax dollars go to pay for transit, parks or road maintenance? How do we pay for Police, Fire and Emergency services? Answering these questions is a big part of the City’s annual budget process and long term financial plan.

Where do your taxes go?
In Guelph, your property tax dollars help to fund, community centres and libraries, and provide services ranging from curbside waste collection to winter control.

In 2009, the average resident paid about $232 per month in property taxes. When compared to other services many of us pay for each month such as cable, phone and internet access, our property taxes cover an expansive range of services for a relatively low cost.

How does Guelph measure up?
A survey of 82 Ontario municipalities showed that, compared to cities in the area offering the same services per capita, people living in Guelph pay LESS than the average residential taxpayer.

Day-to-Day and long-term plans
Just like your household budget, the City has to balance its income with its expenses, its day-to-day costs of operating and costs associated with long-term investments and infrastructure.

As part of Guelph’s long-term financial plan, the City has specific guidelines for using grants, loans and savings to finance large capital projects. For the most part, property taxes are used to fund the services you use every day rather than long-term projects.

The Province's share of property taxes
The City of Guelph shares your property tax dollars with the Province. In 2009, the City kept an average of $2,786 of an annual property tax bill of $3,433. The remaining $647 per household went to the Province to pay for education.

(based on an average assessment of $257,000)
