Royal Flush Rebate Program terms and conditions

Flushing toilets account for about a third of all household water use. Replacing older inefficient, and potentially leaky toilets can be a simple way to save BIG on water bills. The Royal Flush Toilet Rebate Program (the “Program”) of The Corporation of the City of Guelph (the “City”) provides rebates (the “Rebates”) to assist with the replacement of low-efficiency toilets (6L or greater) with ones that meet the current Ontario Building Code standards of 4.8L per flush or less. The Program is available for qualifying households, businesses, and multi-residential properties in the City of Guelph. The City reserves the right to alter, cancel, or discontinue the Program at any time Please check the current status of the Program.

Subject to available funding, the City will rebate up to $100 in respect of the expenditure incurred in purchasing and installing qualifying toilet(s). Qualifying Rebates are limited to: (a) maximum of two (2) $50 per Residential household property over the life of the property or (b) maximum of one (1) $50 for each existing toilet being replaced for Multi-residential, Industrial, Commercial, and Institutional properties, per property over the life of the property. Rebates will be provided to qualifying Applicants on a “first come, first served” basis.

The City reserves the right to refuse a Rebate for any Applicant, building, or toilet that it determines is ineligible to participate in the Program.

Note: If the applicant of a residential property applied for and received a rebate to change a 13-litre per flush toilet(s) or larger for a 6-litre per flush toilet(s) prior to January 1, 2018, then the applicant may apply for a maximum of two (2) certified toilet Rebates to replace the previously rebated 6-litre per flush toilet(s).

The City reserves the right to alter, cancel, or discontinue the Program at any time.

To qualify for a Rebate:

  • You must have a valid and active Alectra Utilities (former Guelph Hydro) account
  • Your property must be located within Guelph city limits
  • Your home must be connected to the municipal water system
  • Your home must have been built before January 1, 2014
  • Effective January 1, 2018, applicants of residential properties can apply for a maximum of two (2) WaterSense® certified toilet Rebates, per property. If you applied for and received a rebate to change a 13-litre per flush toilet(s) or larger for a 6-litre per flush toilet(s) prior to January 1, 2018 for a residential property, then you may apply for a maximum of two (2) certified toilet Rebates to replace the previously rebated 6-litre per flush toilet(s)
  • Applicants for Multi-residential and Industrial, Commercial and Institutional properties are limited to a one (1) WaterSense® certified toilet Rebate for each existing toilet being replaced per property and should contact Royal Flush Toilet Rebate Program at 519-822-1260 x 2633 to advise of the number of toilets being replaced and discuss site inspection requirements. If the applicant applied and received a rebate to change a 13-litre per flush toilet(s) or larger for a 6-litre per flush toilet(s) prior to January 1, 2018 then you may apply for a maximum of one(1) certified toilet Rebate to replace the previously rebated 6-litre per flush toilet(s).
  • You must replace a 6-litre per flush or larger toilets with WaterSense® certified dual flush or high efficiency toilet models that flush with 4.8-litres or less

Eligibility

To qualify for the rebate, the applicant (the person applying) acknowledges and agrees:

  1. That the Corporation of the City of Guelph (the “City”) is not responsible for the selection, installation, or operation of the toilet;
  2. That the existing toilet being replaced is a 6-litre per flush or larger toilets and that the new the toilet is a new, WaterSense® certified dual flush or high efficiency toilet models that flush with 4.8 litres or less;
  3. The Applicant must submit an application and provide proof of purchase of qualifying toilet(s) within one (1) year of purchasing the toilet;
  4. Effective January 1, 2018, the Applicant of a residential property can only apply for a maximum of two (2) WaterSense® certified toilet Rebates per property. If the Applicant of a residential property applied for and received a rebate to change a 13-litre per flush toilet(s) for a 6-litre per flush toilet(s) prior to January 1, 2018, then the Applicant may apply for a maximum of two (2) certified toilet Rebates to replace the previously rebated 6-litre per flush toilet(s);
  5. The Applicant for Multi-residential and Industrial, Commercial and Institutional property is limited to a one (1) WaterSense® certified toilet Rebate for each existing toilet being replaced and should contact Royal Flush Toilet Rebate Program 519-822-1260 x 2633 to advise of the number of toilets being replaced and discuss site inspection requirements. If the applicant applied and received a rebate to change a 13-litre per flush toilet(s) or larger for a 6-litre per flush toilet(s) prior to January 1, 2018 then you may apply for a maximum of one(1) certified toilet Rebate to replace the previously rebated 6-litre per flush toilet(s);
  6. The toilet must be installed in a residence built prior to January 1, 2014, located in the geographic limits of the City of Guelph and connected to the municipal water supply under an active Guelph Water account;
  7. That the Applicant shall provide the City or its agent with reasonable and timely access to the toilet, that the City or its agent may inspect any residence participating in this Program in order to verify the installation of the toilet and eligibility of the same, if the City so requests, and that the City or its agent may access utility billing account information for the purpose of monitoring water. The Applicant must be available for an inspection. The City reserves the right to withhold the Rebate based upon inspection results;
  8. That the City does not guarantee or warrant the toilet or its installation, the performance, freedom from defects, quality of workmanship or suitability of the toilet or any installation thereof for any purpose, or the suitability of the premises for installation. Further, the Applicant acknowledges and agrees to assume any and all costs of the installation of any alterations necessary for the proper installation of the toilet;
  9. To indemnify, safe and hold harmless the City, and its agents, officials, officers, councilors and employees (collectively, the agents) against all liability, loss, costs, damages, and expenses, causes of action, actions, claims, demands, lawsuits and other proceedings, by whomever made, sustained, brought or prosecuted, including by third parties, involving bodily injury, death, and property damage, in any way based upon, occasioned by or attributable to the Applicant’s participation in this Program;
  10. To refund such Rebate to the City on request, if this application contains any material misstatement or misrepresentation on such Applicant’s behalf, or if the Applicant breaches any of these terms or conditions;
  11. Be either the applicable property owner or tenant; if the Applicant is a tenant, then such Applicant must submit documentation indicating that both the tenant and the property owner have knowledge of the Rebate Program and the application, and agree about to whom the Rebate should be paid; and
  12. Submit a complete application form, with all applicable documentation.

Applicant’s responsibility

  • Agree to all provisions of these Terms and Conditions and the City’s application form;
  • Provide proof of purchase/installation of qualifying toilet(s);
  • Provide the City or its agent with reasonable and timely access to the building to inspect the installed toilets, upon written request, to enable the City to verify toilet eligibility;
  • Acknowledge and agree that the City is not responsible for the selection, installation, operation, or maintenance of the toilet(s), and that the City will in no way be responsible for any maintenance or other upkeep of installed toilets; and
  • Permit the City and its agent to access utility billing account information for the participating building at any time before or after installation of the toilet(s), for the purpose of monitoring water demands and calculating water savings.
