Royal Flush Toilet Rebate

Royal Flush has changed!

The Royal Flush rebate program was introduced in 2003. Since then, the City of Guelph has issued more than 19,500 rebates. That’s millions of litres of precious water saved by our community with every flush!

Toilet flushing continues to be the largest use of water in most households, accounting for about one third of all household water use. Older toilet models use a lot more water than today’s water-efficient ones, and may flush poorly and have leaks. This leads to more water use, ongoing maintenance and higher water bills. Toilet replacement is a simple way to save BIG on water and water bills.

To encourage more residents to update older, inefficient toilets, the City expanded the Royal Flush rebate program to a wider audience.

As of January 1, 2017, the City offers $50 rebates on the replacement of 6-litre or larger toilets when replaced with qualifying 4.8-litre or smaller WaterSense® models.

The City of Guelph reserves the right to cancel or change the program at any time.

Eligibility

Be sure to review the full Royal Flush Terms and Conditions (see third tab) to ensure you agree and qualify for a rebate.

You are eligible for a maximum of two (2) $50 rebates if:

  • You have a valid Guelph Hydro account
  • Your home is within City of Guelph limits
  • Your home is connected to the municipal water system
  • Your home was built prior to January 1, 2014
  • You are replacing a maximum of two (2) 6-litre per flush or larger toilets
  • You buy WaterSense® certified dual flush (3-litre/4.8-litre) or high efficiency (equal to or less than 4.8-litre/flush) toilets on or after January 1, 2017

Complete the application form, attach your sales receipt and mail or email to:

Your rebate will be credited to the water portion of your Guelph Hydro bill 8-10 weeks after it is approved. Missing information will delay your rebate.

Note on eligible toilets

All eligible toilet models meet the US Environmental Protection Agency’s (EPA) WaterSense® Performance Standard guidelines. The WaterSense® standards require toilet models to include chemical resistant trim components and a minimum flush capacity of 350 grams. Independent, third-party licensed bodies certify that products meet the WaterSense® criteria for water efficiency and performance.

Residents must purchase a WaterSense® toilet model in order to qualify for the Royal Flush rebate. To ensure you purchase a toilet that is eligible for a rebate, check the WaterSense® list.

Eligible toilet models are subject to change upon the availability of new WaterSense® approvals.

Multi-residential and Industrial, Commercial and Institutional (ICI)

Replace the high water use toilets in your multi-family residence (apartment building, housing condominium or townhouse complex), or business, school, office or place of worship and receive a rebate from the City of Guelph.

Eligibility

You are eligible for the $50 per toilet rebate if:

  • You have a valid Guelph Hydro account
  • Your residential building or business facility is within City of Guelph limits
  • Your residential building or business facility is connected to the municipal water system
  • Your residential building or business facility was built prior to January 1, 2014
  • You replace 6-litre per flush or larger toilets
  • You buy WaterSense® certified dual flush (3-litre/4.8-litre) or high efficiency (equal to or less than 4.8-litre/flush) toilets on or after January 1, 2017

How to apply for a rebate

  1. Review the Royal Flush Terms and Conditions (see third tab) to ensure you agree and qualify for a rebate.
  2. Contact Royal Flush program staff, at 519-822-1260 extension 2633, to advise of the number of toilet retrofits to be completed and to find out about potential site inspection requirements.
  3. Purchase and install new water efficient toilets from the list of multi-residential or ICI WaterSense® eligible toilet models (see lists above) to replace 6-litre or larger toilets.
  4. Complete your rebate application package in full. Include:
    • A copy of your receipt showing toilets paid in full
    • A completed Multi-residential/ICI rebate application form
  5. Mail or email your completed rebate application package to:

  6. Be available for a site inspection (as required).

Terms and conditions

Royal Flush toilet rebate terms and conditions (all applicants)

In consideration of receiving the rebate under this Royal Flush Toilet Rebate Program, the undersigned Applicant acknowledges and agrees:

  1. That the Corporation of the City of Guelph (City of Guelph) is not responsible for the selection, installation or operation of the toilet;
  2. That the toilet must be a new, water-efficient model from the Guelph-approved WaterSense® certified list and must be installed in a residence built prior to January 1, 2014, located in the City of Guelph and connected to the municipal water supply;
  3. That the Applicant shall provide the City of Guelph or its agent with reasonable access to the toilet, that the City of Guelph or its agent may inspect any residence participating in this Program in order to verify the installation of the toilet and eligibility of the same, if the City of Guelph so requests, and that the City of Guelph or its agent may access utility billing account information for the purpose of monitoring water. Be available for an inspection. The City of Guelph reserves the right to withhold the rebate based upon inspection results;
  4. That the City of Guelph does not guarantee or warrant the toilet or its installation, the performance, freedom from defects, quality of workmanship or suitability of the toilet or any installation thereof for any purpose, or the suitability of the premises for installation. Further, the Applicant acknowledges and agrees to assume any and all costs of the installation or any alterations necessary for the proper installation of the toilet;
  5. To indemnify, save and hold harmless the City of Guelph, and its agents, officials, officers, councillors and employees (collectively, the agents) against all liability, loss, costs, damages, and expenses, causes of action, actions, claims, demands, lawsuits and other proceedings, by whomever made, sustained, brought or prosecuted, including by third parties, involving bodily injury, death, and property damage, in any way based upon, occasioned by or attributable to the Applicant’s participation in this Program; and
  6. To refund such rebate to the City of Guelph on request, if this application contains any material misstatement or misrepresentation on such Applicant’s behalf, or if the Applicant breaches any of these terms or conditions.
