About the study

GreenMeadowFloodProtectionThe City of Guelph completed a Municipal Class Environmental Assessment (EA) study to determine the best solution to manage stormwater in the study area during large storm events. A stormwater management facility within Green Meadow Park was recommended in the Stormwater Management Master Plan completed by the City in 2011. This EA study identified the deficiencies of the existing storm sewer system, the opportunities to moderate flows within the area, develop alternatives, evaluate the alternatives and identify a preferred alternative for design and construction. The alternatives

The City developed four alternative design concepts to help address stormwater flows in the study area. Alternative 2 was identified as the preferred alternative.

Alternative 1

  • Construct a Stormwater Management Pond within one-third of Green Meadow Park,
  • Construct a new storm sewer on Stevenson Street from Green Meadow Park to Cassino Avenue, and
  • Utilize the existing storm sewer through public easements and private property from Cassino Avenue to the outlet at Elizabeth Street.

Alternative 2: Preferred alternative

  • Construct a Stormwater Management Pond within one-third of Green Meadow Park,
  • Construct a new storm sewer on Stevenson Street from Green Meadow Park to Cassino Avenue,
  • Utilize the existing storm sewer within public easements from Cassino Avenue to Normandy Drive,
  • Construct a new storm sewer along Normandy Drive to William Street, and
  • Construct a new storm sewer along William Street from Normandy Drive to the outlet at Elizabeth Street.

Alternative 3

  • Construct a new storm sewer on Stevenson Street from Green Meadow Park to Elizabeth Street, and
  • Construct a new storm sewer on Elizabeth Street from Stevenson Street to the outlet.

Alternative 4

  • Construct a new storm sewer on Stevenson Street from Green Meadow Park to Cassino Avenue,
  • Construct a new storm sewer on Cassino Avenue from Stevenson Street to William Street, and
  • Construct a new storm sewer on William Street from Cassino Avenue to the outlet at Elizabeth Street.

The process

The study was conducted in compliance with the Schedule B of the Municipal Class Environmental Assessment (October 2000, amended 2007) which is approved under the Ontario Environmental Assessment Act. The Class EA process includes public and review agency consultation, an evaluation of alternatives, an assessment of potential environmental impacts of the proposed improvements, and identification of reasonable measures to mitigate any potential adverse impacts.

Community participation

Community members were invited to provide feedback on this project as part of the Municipal Class EA study. Public meeting dates and details were posted on the City’s website and advertised in the City News pages of the Thursday edition of the Guelph Tribune. Meeting notices were also circulated to neighbourhood residents.

The first Public Information Centre was held April 24, 2014. At this time, four alternative design concepts were presented for review and comment.

The second Public Information Centre was held November 13, 2014. At this time, the preferred alternative design concept (Alternative 2) was presented for review and comment.
