Shared Rental Housing Public Meeting

Guelph City Council will hold a public meeting in accordance with the Planning Act where an amendment to the Zoning By-law (1995)-14864 will be considered.

The purpose of the proposed changes to the Zoning By-law is to address citizen’s concerns regarding the regulations governing shared rental housing within the City including size and distance separations. If approved, the effect of the proposed changes would be to ensure that shared rental housing is safe and compatible with the surrounding neighbourhood, and contributes to a full continuum of housing. Shared rental housing includes Lodging House Type 1 and Accessory Apartments.

Shared Rental Housing 

Shared rental housing is a common form of rental accommodation in the City of Guelph that is mainly associated with lodging houses and accessory apartments. These forms of housing are regulated through the Zoning By-law as well as the Provincial Fire and Building Codes. These regulations are in place to ensure that safe, decent housing is available for tenants and that these residential units are compatible with the surrounding neighbourhood.

Current Regulations

Interim Control By-law (2010)-19019 and Notice of Passing
An Interim Control By-law has been passed by the City of Guelph on the use of land, buildings or structures for a "Lodging House Type 1" and/or an "Accessory Apartment" in R.1 and R.2 zones as it affects property within Ward 5 and within Ward 6, east of the Hanlon Expressway.

Enforcement Activities


Building Services staff continues to enforce the Property Standards and Yard Maintenance By-laws on a complaint basis. They also enforce these by-laws proactively in some areas of the City as well as some site specific properties as resources permit. In addition, construction that is undertaken without the required permits and/or inspections is enforced on an ongoing basis. 

Community Workshop

A Community Workshop was held on June 24, 2010 to consider changes to the City's zoning by-law addressing shared rental housing; lodging houses and two-unit houses (houses with accessory apartments). Below is the presentation, workbook and feedback form from the meeting.
