Royal Flush Toilet Rebate Program

The Royal Flush Rebate Program is Changing.

Effective January 1, 2011 toilet eligibility criteria of Royal Flush Program will be changing to the US Environmental Protection Agency’s (EPA) WaterSense Performance Standard guidelines.  The WaterSense standards require approved toilet models to be either dual flush or high efficiency (4.8L/flush) and must include chemical resistant trim components and a minimum flush capacity of 350 grams during performance testing. Independent, third-party licensed bodies certify that products meet the WaterSense criteria for water efficiency and performance by administering tests and certification protocols. Products that meet these specifications bear the WaterSense label.

 

As part of this change to the Royal Flush Program the City will only offer rebates of $75 on approved high efficiency (3.0L and 4.8L) and dual flush (3/4.8L or 3/6L) models starting January 1, 2011. The changes to the Royal Flush Rebate Program are in support of the City’s Water Conservation Reduction Targets and the Province of Ontario’s recent announcement to ban the sale of 13L per flush toilets, effective January 1, 2011.

As part of this change to the program applications submitted for toilets purchased prior to January 1, 2011 will be received for processing for a period of 3 months (ending April 1, 2011).  Residents are encouraged to submit their Royal Flush application at their first convenience to ensure their eligibility for rebates under the current guidelines.

Royal Flush All Stars 

The City of Guelph's Royal Flush All Stars list is contains a selection of high quality, top performance, water efficient toilets eligible for a rebate.  

The All Stars models must meet the criteria of the Uniform North American Requirements (UNAR). UNAR certified models are proven to achieve sustainable water savings and ensure a high level of customer satisfaction with performance.

Residents must purchase an All Stars toilet model in order to qualify for the Royal Flush rebate. To ensure you purchase a low-flush model that is eligible for a rebate check the All Stars lists:

$60 Residential List - UNAR approved 6-L toilets
$75 Residential List - UNAR approved high efficiency toilets

Commercial List - UNAR approved
Approved All Stars toilet models are subject to change upon the availability of new UNAR toilet testing results.

Multi-residential toilet rebates
Rebates are also available for industrial, commercial and institutional (IC&I) facilities and multi-residential buildings. For more information call 519-822-1260 x 2633

Please note

  • A limited number of rebates are available.
  • Rebates are only available to Guelph residents and properties that are connected to the City of Guelph municipal water and wastewater system.
  • A maximum of two rebates are available per household.
  • Homes built during or after 1996 do not qualify
  • The City will not honour rebates for non-approved toilets. Please verify that you have bought the correct model. Model numbers could differ slightly for coloured or lined toilet models.
  • The City of Guelph does not endorse specific brands, products, or dealers; nor does it guarantee materials, workmanship, performance, or durability of the qualifying items.
  • The City of Guelph reserves the right to change or cancel the program at any time

Terms and Conditions 

In consideration of receiving the rebate under this Royal Flush Toilet Rebate Program, the undersigned Applicant acknowledges and agrees:

 

1. THAT The Corporation of the City of Guelph (City of Guelph) is not responsible for the selection, installation or operation of the toilets;

2. THAT the toilet must be a new, water efficient model from the Guelph approved eligible list and must be installed in a residence located in the city of Guelph;

3. THAT the Applicant shall provide the City of Guelph or its agent with reasonable access to the toilet, that the City of Guelph or its agent may inspect any residence participating in this Program in order to verify the installation of the water efficient toilet and eligibility of the same, if the City of Guelph so requests, and that the City of Guelph or its agent may access utility billing account information for the purpose of monitoring water and energy consumption;

4. THAT the City of Guelph does not guarantee or warrant the toilet or its installation, the performance, freedom from defects, quality of workmanship or suitability of the toilet or any installation thereof for any purpose, or the suitability of the premises for installation. Further, the Applicant acknowledges and agrees to assume any and all costs of the installation or any alterations necessary for the proper installation of the toilet;

5. TO indemnify, save and hold harmless the City of Guelph, and its agents, officials, officers, councillors and employees (collectively, the agents) against all liability, loss, costs, damages, and expenses, causes of action, actions, claims, demands, lawsuits and other proceedings, by whomever made, sustained, brought or prosecuted, including by third parties, involving bodily injury, death, personal injury, and property damage, in any way based upon, occasioned by or attributable to the Applicant’s participation in this Program, including any negligence on the part of the City of Guelph, or its agents; and

6. TO refund such rebate to the City of Guelph on request, if this application contains any material misstatement or misrepresentation on such Applicant’s behalf, or if the Applicant breaches any of these terms or conditions;
7. THAT homes built during and after 1996 are not eligable for rebates as the home would have an efficient toilet installed as per current building codes.
