Personal Assistant for Leisure Activities (PAL) Card

A "PAL" card is available to people with a disability who require assistance to attend City of Guelph recreation programs or to ride conventional Transit buses. The "PAL" card is issued to the person with the disability and allows him or her to be accompanied by a friend, relative, support worker, etc., as their support person who participates as an attendant at no additional cost.  A support person can be a different person each time but he/she will help the person with a disability with tasks related to communication, mobility, personal care or medical needs, or with access to goods or services. Exceptions: Ticket charges for the support person at River Run Centre and Sleeman Centre apply. 

There are certain eligibility requirements that must be met to obtain a PAL Card. Application forms are available from the Community Services Department Administration Office at 1 Carden Street, Guelph, N1H 3A1, or by contacting us at 519-822-1260 ext. 2702.  NOTE: PAL Cards are also available for a temporary disability or injury. Professional PAL Cards are available to qualifying agencies serving individuals with a disability to use with their clients/consumers as part of their treatment.

Leisure Access Card (LAC)

The Leisure Access Card is available to any person 18 years of age and older who has a disability. The LAC card allows you to pay the "seniors' rate” (where applicable) rather than the “adult rate” for many of the Community Services Department courses/programs. These programs are offered at a lower fee than our regular adult programs, and most are available during the daytime.

The LAC card can be used at any public swim, public skating, or to purchase fitness passes. NOTE: The Leisure Access Card does not include access to, or membership into, any Guelph-Wellington Seniors' Association Clubs.

There are certain eligibility requirements you must meet to obtain your LAC Card. Application forms are available from the Community Services Department Administration Office at 1 Carden Street Guelph, N1H 3A1, or by calling 519-822-1260 ext. 2702. LAC Cards are also available for a temporary disability or injury.

PAL and LAC applications are reviewed on the 15th and 30th of each month.

One2One Support

Getting involved in a leisure activity can be difficult for some without the support of a volunteer assistant. The One2One program is designed to match volunteers with children, youth and adults who have special needs (e.g., Developmentally disabled, visual and/or hearing impaired, etc.) and would otherwise be unable to actively participate in our programs. Our One2One volunteers offer support and assistance to the individual with special needs in any Recreation and Parks program of their choice. It is our goal to create an atmosphere that accepts and includes EVERYONE by providing a sense of belonging and the opportunity to develop self-confidence. If you require more information on the One2One program, please call the Inclusion Coordinator/One2One Coordinators at 519-837-5625, TTY 519-826-9771.

When requesting a One2One Volunteer, you MUST indicate this on your registration form and/or call the Inclusion Coordinator at 519-822-1260 ext. 2702, otherwise it may not be possible to find a volunteer before the program starts. 


Fee Assistance in Recreation (FAIR)

If you are unable to attend a Recreation and Parks program due to financial constraints, contact the Inclusion Coordinator at 519-822-1260 ext. 2702 to inquire about any subsidies or financial assistance that may be available.

Subsidy for Disability Groups

If your group provides active programs for people of the City of Guelph who have disabilities, you may be eligible for a subsidy to use Recreation and Parks facilities. An application form, available from the Inclusion Coordinator, must be completed and approved.

The Inclusive Recreation Directory was compiled by the Supporting Kids in Camp program, of which the City of Guelph is a partner. The Directory supports families considering recreational opportunities, including camps that will work best for their child(ren).
