Leash Free Zones
Be a responsible pet owner

Stonemead Highland Angus, JH, WCXThe City of Guelph’s animal control bylaw was designed to restrict dogs from running at large in the city. A dog is “at large” if the dog is in a place other than the premises of the owner and not under control of any person. This includes trails, school yards, driveways, and other public and private property.

What does this mean?

In most areas of the city dogs must be on a leash and under control of their handlers. When on a leash, “under control” means the dog is prevented from approaching within one metre of other animals and people.

Where can dogs be off-leash?

Certain parks in the city are designated off-leash areas1. Dogs must remain under control, even when in designated off-leash areas. When off-leash, “under control” means the dog remains close to its handler (within sight and earshot), responds to voice commands, and is prevented from approaching within one metre of other animals and people.

Pit bulls are not exempt from the provisions of the Dog Owner’s Liability Act (DOLA) or Bill 132 in leash-free parks. Pit bulls must be leashed, muzzled and under the control of their guardians in leash-free parks.
