Guelph’s CAO opts to conclude employment contract

Guelph, Ont, May 26, 2016 – Guelph’s Chief Administrative Officer, Ann Pappert, has advised Council that she will not be renewing her employment contract.

“Council thanks Ms. Pappert for her years of service to our City, and we wish her well in the future as she pursues new opportunities,” said Mayor Cam Guthrie. “Her accomplishments include fostering innovation, leadership and open government in City administration; and revamping the City’s approach to complex capital projects. She has long been a champion for arts and culture in Guelph, implementing a public art policy that has made a difference in our public spaces.”

“I am grateful to have had the opportunity to work with Council and with the many talented and dedicated employees of the City of Guelph,” said Pappert. “Guelph is an outstanding community that is not only loved by those who live and work here, but well-known, respected, and admired outside our borders.”

As is the case in many municipalities, the CAO position is a contract position with a five-year term. Ms. Pappert’s contract was set to run until October 2016. In March 2016, City Council and Ms. Pappert mutually agreed to discuss terms by which the CAO contract might be renewed. Ms. Pappert has advised Council that while the discussions have been positive, she has decided to cease the negotiations.

In the coming days, Pappert and Council will work collaboratively on a transition plan that will best serve the needs of the city and ensure services and work plans continue to move forward.

Ms. Pappert came to Guelph as Executive Director of Community and Social Services in 2008, and was named Guelph’s CAO in September 2011. She previously held roles in Kitchener, Kingston, Windsor, and Surrey, BC.

The CAO is the sole contract position in the City that is recruited by and reports directly to the Mayor and City Council.
